I'll play with either, but I think quality starts reflects better on the pitcher and reward him for his performance, as opposed to wins which all depend on how good the team is around him. Some examples are
Cliff Lee: 6 wins - 21 quality starts
Jordan Zimmermann: 12 wins - 24 quality starts
Jake Peavy: 11 wins - 23 quality starts
Felix Hernandez: 13 wins - 21 quality starts
All these guys pitched way better than their record says.
There are advantages and disadvantages to making a ton of adds/drops. In this particular format, I do not think that the super aggressive add/drop owners will be rewarded disproportionately.Way to shut down a loopole Tlance. But, as this is H2H, it is pretty much a non-issue here. Being a super agressive add/drop guy in my Roto leagues, I think it is a reason I do as well there as I do, so this got my interest.

That is correct. if you fall short of 32 IP, you automatically go 0-5 in pitching cats that week. Yes, you may leave positions empty as long as you get your 32 innings. You do not have an illegal line-up if you leave a slot empty. Of, course, the closer you are to the 32 inning threshhold, the more risk you take. It isn't like you can throw an extra starter in there on Sunday if you are about to fall short.
